Any licensing regarding exotic animals should require the licensee to have a full and knowledgeable understanding of the needs of that particular species. Prior to this a review should take place as to the need for the sales of such animals.

Comment: Leaving inspections until a licence is due for renewal will allow for potential lapses in standards during that period. There should at least be a clause that says random inspections will take place within the licensed period (and local authorities should be required to ensure that happens).
