DEFRA Consultation on Kennel Licensing
In December 2015, DEFRA issued a consultation on kennel licensing in England.
Part of the proposal was to make kennel conditions standard - and being set by the CIEH (Chartered Institute of Environmental Health). The CIEH is an unelected and unaccountable body, whose conditions mean that over-vaccination and unsafe vaccines would be mandated.

With regard to the question about the use of model conditions in kennels they had 1386 responses, of which only 16% were negative. Of those 16%, 42% related to the issue of vaccination and were stated as being related to the Pet Welfare Alliance campaign.
Over the coming months DEFRA will now put recommendations together to be included under secondary legislation of the Animal Welfare Act.
It seems likely that CIEH conditions will either be made mandatory or advisory in law.
This will mean that if you wish to board your dog in England and avoid over-vaccinating, you will have to try to find a kennel that will accept titer testing (that is allowable under the CIEH conditions) for the viral diseases, but vaccination against Leptospirosis (including the Lepto4 that has killed so many dogs) may be unavoidable.
We strongly urge any pet owner to think carefully about the health of their pet, specifically in this regard in relation to vaccination.
